Smoke and Carbon Monoxide Alarm (England) Regulations 2015 coming into force on 1 October 2015

The Smoke and Carbon Monoxide Alarm (England) Regulations 2015 (SI 2015/1693) will come into force in England on 1 October 2015.
Note added 5 October 2015: The House of Lords have commented that the Regulations are badly drafted and this has led to some confusion. Practical Law Property's understanding of the Regulations is that there is an obligation on private rented sector landlords in England to install smoke and carbon monoxide alarms in premises used as living accommodation. This will apply even if the tenancies were granted before 1 October 2015. There is an additional obligation in relation to tenancies granted on or after 1 October 015 to ensure those smoke and carbon monoxide alarms are in proper working order at the start of any new tenancy.
