EIR: Internal government communications on the Independent Airports Commission's terms of reference are not disclosable to the public (FTT(IR))

The First-tier Tribunal (Information Rights) in Chris Ames v Information Commissioner EA/2015/0823 has held that internal communications relating to the government's proposals on the terms of reference for the Independent Airports Commission's deliberations on airport capacity, are excepted from disclosure under the Environmental Information Regulations 2004 (SI 2004/3391).
