In Ali v Secretary of State for Environment, Food and Rural Affairs and others [2015] EWHC 893, the High Court considered whether locking a door to an alleyway over the Christmas period was sufficient to inform the public that the landowner did not intend to dedicate the alleyway as a highway under section 31(1) of the Highways Act 1980 (HA 1980).
