In Nottingham City Council v LM and others [2016] EWHC 11 (Fam), Keehan J made a wasted costs order against the local authority for unreasonably delaying the issue of care proceedings in a case where there was pre-birth planning and a plan for immediate removal. Guidance was given about the procedure local authorities should follow and ensuring fairness to the other parties.
