On 15 May 2014, Advocate General Wahl gave his opinion on a reference for a preliminary ruling from the Italian Council of State asking whether a contract to be concluded for the lease of something in the future is equivalent to a public works contract falling within the scope of the old Public Works Contracts Directive 93/37.
