Council's decision that it had no obligation under section 17 of the Children Act 1989 to accommodate two children and their mother unlawful

On 30 January 2014, the High Court held in PK v Harrow Council [2014] EWHC 584 (Admin) that the decision of the London Borough of Harrow that it had no obligation to accommodate a mother with her two children was unlawful and a breach of their rights under Article 8 of the European Convention on Human Rights.
