On 3 April 2012, the High Court in R (Williams) and others v Surrey County Council  EWHC 867 (QB) held that the council's decision to operate ten of its libraries via a community partnership model was unlawful as the council had failed to have due regard to its public sector equality duty under section 149(1) of the Equality Act 2010.
