In Re X (Children) (No 3) [2015] EWHC 3651 (Fam), Munby P dismissed the local authority's application for care orders on the basis that it had not proved that the threshold criteria had been met, even though the mother had lied about most matters to every professional about why she had taken her children to Turkey.
