How can a partner be expelled?

If a partnership has a partnership agreement for the joint life of the partners, and the majority of the partners wish to expel a fellow partner, what will take precedent? Do the partners have a power under the Partnership Act to expel or to dissolve which supersedes the express terms of the partnership agreement? The partnership agreement in place gives one partner the power to give notice to retire, but it does not have any express power to expel either on notice, or for a breach.
