Is a local authority obliged to meet the needs of an aggressive/abusive service user?

Q:
If an adult has assessed needs for care and support which meet the eligilibility criteria under the Care Act 2014 but subsequently refuses certain services offered to meet these needs and/or is aggressive and abusive to carer workers to the point that it is not possible to find a provider willing to attend to her needs could a local authority ascertain that the adult does not want to have those needs met by the local authority?
