We are a body that is not subject to the public procurement regulations. However we are receiving a grant from a body that is and requires us to comply with the public procurement regulations. Please clarify, whether a body that is not a contracting authority is required to procure in accordance with the Public Contract Regulations 2015 if it is receiving a grant from a contracting authority?
