How do the time limits apply to PINs used as a call for competition?

Q:
We are wanting to use a PIN as a call for competition however the time limits seem rather restrictive and confusing. Can you please confirm i) the timescales for a restricted process using the PIN as a call for competition ii) the timescales for a competitive with negotiation process using the PIN as a call for competition iii) at either stage does the specification / tender docs have to be complete or are we able to provide draft documents as we are wanting to use the PIN to ascertain what the market has to offer. Could you also kindly advise how long a PIN with a separate call for completion (that is, to reduce timescales) would need to be advertised for before the contract notice is issued?
