Q:
In a bid covered by Public Contracts Regulations 2015 (SI 2015/102) under the Open Procedure, if a single vendor be awarded, can they then withdraw following award (prior to signature) without penalty or are they bound by the T&Cs contained in the original ITT specifically where the ITT states T&Cs cannot be negotiated?
