Appeal notice out of time when accompanied by improperly completed fee remission application (High Court)

In El-Huseini v General Medical Council [2016] EWHC 2326 (Admin), the court considered whether an appeal against a decision of the Medical Practitioners Tribunal was out of time where the appellant's notice had been filed on the last day of the 28-day period allowed by statute for appealing and was not accompanied by the correct fee, or a fee exemption application establishing entitlement to an exemption.
