Court confirms it has power to allow an amendment to application for JR by substituting new decision for the old (Court of Appeal)

In R (on the application of Hussain) V Secretary of State for Justice, the Court of Appeal dismissed the appeal even though the judge had adopted an overly rigid approach in refusing to allow a claimant permission to amend his judicial review claim to substitute a second escape risk classification decision for a first decision, where classification decisions were made every six months.
